If you use a direct international flight or ship to Jeju Island for travel, you need to produce your passport but can stay for up to 30 days without a visa, excluding 11 countries which are restricted from no-visa entry in the Jeju area.
However, there are only 5 countries which operate direct flights to Jeju Island. If you are from other countries, you need to enter Incheon International Airport first, which means you must go through immigration and customs there, then transfer to a domestic flight. You don't need to show your passport again at Jeju International Airport.
